Reinstalled Firefox, still don't have a Sync button or a Sync panel under Options. Help?

Mozilla instructions say to use the Sync Button or Sync panel to access and sign in, but i don't have either on this computer. There's no problem on the other computer I'm trying to Sync with. I am signed in to Firefox on both computers.
