I just purchased a new laptop with Windows 7 on it. I also installed Firefox 4. How do I transfer my bookmarks from my old computer with WinXP and Firefox 3.6.x?

The easiest way is to manually backup the bookmarks to a JSON file, then copy that file to the other computer and restore the bookmarks. For details on how to do this see https://support.mozilla.com/kb/Backing+up+and+restoring+bookmarks
