Tabs not playing when hovering

If i open 2 tabs, 1 yt 1 google for example, and i start a yt vid on the 1st tab, then go to tab 2, and then hover over tab 1, it wont show the youtube vid playing but it still runs the audio, i did a full pc reset just now because of this and no fix, i also have it for google chrome remote desktop somehow, no clue whats going on rn. Is it cuz of the new upd?

If if make all tabs non-full screen it works, but if one is fullscreen only that one renders video
