I'm looking to lauch a browser window with no address bar, similar to IE Kiosk mode (https://support.microsoft.com/en-gb/kb/154780) but not fullscreened - I still need to move and resize the window.

But I don't see anything obvious there.

You can use a custom style rule to hide toolbars, but I'm not aware of a way to turn that on and off using a command-line switch.
