Have you tried this? https://support.mozilla.org/en-US/kb/import-ie-favorites-other-computer?esab=a&s=import+ie+favorites&r=1&as=s

In IE:
File > Import/Export - Export to HTML file

then in Firefox:
Bookmarks > Show All Bookmarks -> Import & Backup - Import HTML... = From HTML file
