I used to be able to open a new blank tab with the + button next to my line of tabs but that button is no longer highlighted.

This issue can be caused by the Ask.com toolbar (Tools > Add-ons > Extensions)

Your system details show that toolbar in the user agent as AskTbFF/3.12.2.16749
