I cannot export my bookmarks to an HTML file as the "Organise Bookmarks" does not appear in the Bookmarks drop down menu. How do I restore this?

When I click on the Bookmarks drop down menu there is no option to "Organise Bookmarks". So, I am unable to create an HTML file. How do I restore this option?

"Organize Bookmarks" is now called "Show All Bookmarks" which has the same function.
