I had to wipe out my computer & start over. Is there a way to get all of my bookmarks and settings back?

Were you using the Firefox Sync extension?
If you were, install the Sync extension and enter your Account name, Password, and Sync Key, and your data will be downloaded from the Sync server.
If not, do you have a backup of your Firefox personal data saved to an external device?

If you removed everything, including the content of the C:\Users\<user>\ (%AppData%) folder then your personal Firefox data is lost, unless you have a backup of the Firefox Profile Folder.

I didnt know I could save that info. I just set up a user/pass today. Before I wiped out the computer, my files were transferred to a external hd. Would it be on there?

If you transferred the correct files, maybe.

Firefox stores your personal data in a Profile, see if you transferred that folder to the external drive.
