How do I disable the mouseover to reveal the address/toolbar while in fullscreen?

Trying to remove the mouse-over to reveal the address bar while I am in fullscreen. It's annoying and gets in the way. I tried a previous answer from like 8 years ago but it didn't work. Really wish we had toggles for these things so we didn't HAVE to use them.
