Why does VPN only show up in some Firefox instances?

I'm in Canada, when i updated the first Firefox instance had VPN show up but when i opened another it did not (the one with my Firefox account). When i opened a third it was also available.

How do i get it on my main profile which has this account, i use multiple Firefox instances to separate my browsing (Reddit, main, shopping).

Thank you, browser.ipProtection.enabled was set to false, i changed it to true and the VPN showed up!
