Hi! What do you mean exactly by having them whitelisted? Allowing cookies in the general browser settings only make it possible for sites to set cookies, it does not mean that they won't bother with cookie dialogs at least once.

Some sites I trust flash up the cookie message every time I load a new page. Is this what should happen?

Well, maybe :) It could be an ad blocker blocking the popup, or just a site issue. If you can share some site links, I can take a look at them.
