I have change my home page to DuckDuckGo, but when I click on a new tab, "+" I get Firefox. I tried blank and it is indeed blank, so how do I set new tab so it opens DuckDuckGo? (Read all help articles.)

Unfortunately, you can't set Firefox to open a custom page for new tabs in Settings.

However, you may try an add-on, such as this one.

Either Firefox fix this restriction or I'll have to swap to another browser, one that allows ME to decide what happens when I click new tab. So much for Firefox standing for freedom.

Are you new to Firefox? This was changed in the September 22, 2015 release of Firefox 41. Before that time, you could enter any URL into the browser.newtab.url setting in about:config. But it could also be set by any software on your computer, and it was constantly changed by malware. That is why the setting was removed and only made available to add-ons.

It certainly would be more convenient to do it from the Settings page, but I don't know whether anyone is seriously considering that. I couldn't find a dedicated thread on Mozilla Connect. If this is a high priority for you, you might want to create one. Use the "Ideas" section of the site (at https://connect.mozilla.org/t5/ideas/idb-p/ideas).
