Periodically I see a story or article that has a "share this" option. When I click on the share button this message pops up: "User opted out of platform: The action attempted is disallowed, because the user has opted out of the Facebook platform." Huh? How does one opt in?

Chosen solution

Try going to https://www.facebook.com/settings?tab=applications and checking if you have disabled the website from accessing your Facebook account. Choose the "Turn on" buttons at the bottom.

Are you referring to sharing posts on Facebook? If so, I believe that is a Facebook issue.

It must have cropped up in one of the recent "updates" because I didn't get this message before v97 or so. It does stick in my mind there is some setting that won't allow one to share an article from another site.

Try going to https://www.facebook.com/settings?tab=applications and checking if you have disabled the website from accessing your Facebook account. Choose the "Turn on" buttons at the bottom.
