I really don't think that it does anything in Firefox or Tbird.

This pref got created for the B2G (mobile) platform.

  • bug 1210265 - Add a pref toggle for copying/pasting non-text/rich text in B2G clipboard

I'm not seeing any references in the current source code for this pref.
