Been working for more than 9 hours trying to get the bookmarks that I have on Firefox to show in full page form as it did prior. I have tried using the formate userchrome.css, but I am unable to locate it on my computer.

Hi, you can resize/maximize the bookmarks Library window to fill the screen (Ctrl + Shift + H).

If your question is resolved by this or another answer, please take a minute to let us know. Thank you!

What do you mean with "in full page form"?

Is this about the bookmarks sidebar (Ctrl+B or View -> Sidebar)?

You can also find "View Bookmarks Sidebar" in the "Show your bookmarks" drop-down list (button next to the star on the Navigation Toolbar).
