It opens by tapping "Sign in" in the menu if you're not already signed in.
There's a picture with the steps down the page in support.mozilla.org/questions/1578993 thread from earlier if you wanted to check the menu item locations.
You also can just use your account details manually: Connect Firefox on another device without a QR code
