I don't want Firefox to manage my passwords.
Trying to sign-in to my local library, but I'm not allowed to unless I save my library password to Firefox for them to 'manage'. I will manage my own password information. How do I say 'no' to this request?

Did you try to dismiss this request, possibly by pressing ESC or click the key icon in the location/address bar?
You can disable the Password Manager in Settings.
- Settings -> Privacy & Security -> Passwords -> "Ask to save Passwords"
