If you open the Firefox for Android menu and select Settings then Customise, you should see the option to turn on pull to refresh.

That helped. It was very confusing when the update changed the default behavior to reduce functionality.

A number of people are reporting issues with the feature that turning it off temporarily (with an easy option to turn it back on) is the better option until they are resolved.
