Firefox will   never  bill you for any plug-in   !
Could you provide a screenshot of this   'bill'   ?

Mozilla nor the Firefox web browser charges you for anything in order to use the Firefox browser for desktop, Android and iOS. Mozilla does not charge to install and use anything hosted at addons.mozilla.org

Do you have any information on where or what the charge was for?

Was this a Extension listed at https://addons.mozilla.org/firefox/extensions/ ? as some extension authors may have a Contribute button with a suggested amount. This is voluntary in supporting the author and is not required in order to install and use the extension.
