How to create a tab on the start up page?

The add shortcut disappears after I add website shortcuts to the desktop.

The third line from top of Firefox home page Most visited, pinned sites and other Bookmarks keeps disappearing when I open Firefox. I go to more troubleshooting and Clear startup cache and on restart it comes back. However this continues to happen not ever time I open Firefox but maybe about 3 or 4 times a week. Using most recent version of Firefox.
If I enter file:///d:/web/index.html in the search box then it returns the expected web page but if I edit it into a Firefox home page shortcut then I'm told a valid URL … (read more)

A bit of research here makes me think I need to edit policies.json but I can't find that file in Windows 10, Firefox 139.0.1. I note that the posts giving the advice are six years old and Firefox has changed greatly since then. Please could someone tell me the current method to achieve what I want?
