your message said turn it on in Settings > Browser, but the only menu item i found was Settings > Tabs and Browsing. I couldn't find anything about an ad blocker there.

What is your device? The new built-in ad blocker is for Firefox for iOS.

I am using a Windows 11 laptop. If it is not available in Windows, why tell me it is?

No, it's not available in Windows. Does something tell you it is? For Windows you have to install uBlock Origin.

The email likely mentioned it was about Firefox on iOS somewhere, more so if you read the KB article about it. https://support.mozilla.org/en-US/kb/block-ads-firefox-ios

Also the https://www.firefox.com/en-US/whatsnew/156/ page mentions

Pop-up ads, you’re going down. Firefox for iOS now has a built-in ad blocker that helps cut down on annoying ad junk, so there’s more room for what you actually came to see. Turn it on under Settings > Browsing. Get Firefox on mobile

Note the iOS as it was not about the desktop Firefox version on Windows, macOS, Linux. Even though you may be using desktop Firefox they may be trying to give people a reason to consider using the mobile version of Firefox for iOS/iPadOS also if they were not already.
