yes, you can create folders for bookmarks in Firefox on iPad.

First, tap the star icon at the end of the address bar to access the Bookmarks menu. Then, in the box that just appeared, tap the lower right corner "Edit" button, then the lower left corner "+" button and choose "New Folder". You can now choose the folder's name, then click on the top right corner "Save" to confirm the folder creation.
