Thunderbird is not download some IMAP folders

I have my account settings for a generic IMAP account set to download all mail, but thunderbird won't download all mail - some folders are empty. They won't load online either. Outlook can read the folders fine.

I should add the folders that are empty are in grey italics.

Sorry, not all of the folders are in grey italics, but most are. All are empty when they shouldn't be.
