firefox 64.02 doesn't load websites the same as firefox 24 v10. Can I fix this?

Windows server 2019 / firefox 24 v10 with flash player 11 (firefox is also locked down)

I am loading 2 websites at the same time. With 24 v10 this is really quick and works without issue. With firefox 64.02 and flash player 32+ the tabs load slowly and not fully. Also the flash cookies don't create themselves and I have to go to the same websites using IE first. I downgraded flash player to 11 with firefox 64.02 and no difference.

Can I make the latest version of firefox work the same as 24 v10? What is the latest version that works like version 24 v10?
