How do I fix this -- when I try to bookmark something, only a few of my folders show to choose from?

Firefox updated and now my bookmarks are wonky. I can't edit existing ones and when I create a new one and hit "choose" to select a folder to put it in, only a half dozen of my folders show up. I have something like thirty folders! Where are they? And how do I get them to show up again?

It seems that the star in the Location Bar / URL Bar only shows a small number of folders in which to save a new bookmark. But if you use the keyboard command of { Ctrl + D } on a Windows version of Firefox as Fred mentioned, you get to be able to select a folder from the Bookmarks Menu folder then select individual folders withing the Bookmarks Menu folder.

But when I use the Blue Star button (in the URL Bar) for editing an existing bookmark, the full set of folders can be seen. It appears to be inconsistent or different actions available for Save and Edit. I don't know if that difference existed with Firefox 61 or not, as I use the Bookmarks Sidebar almost exclusively for saving and editing bookmarks since the late 1990's when I first went online. This old dog resists learning new tricks when the old way still works.

On the page you want to bookmark, do a right-click in an empty area of the page. At the top of the menu, press the Star. Hot key; <Control> (Mac=<Command>) D.

Or, Press the bookmarks Star on the toolbar.

This will place a bookmark in the Unsorted or Other Bookmarks Folder. To edit or move that bookmark, press the Star again.

A window will come up with the name of the page and its web address. You can edit these entries.

Next, select what bookmarks folder you want this bookmark in. If you do not see that folder, go to the far right of the Folder line, and press the down arrow. You can also create a new folder.

Thanks for both of your answers. You pointed me in the right direction. I fooled with it some more, and voila, there they were. Don't know why geeks feel the need to mess with things that are working. :-)
