If Enhanced Tracking Protection is on when accessing email on att.yahoo.com, I cannot open my contacts list. If I turn off protection the contacts list will display.

This means the Enhanced Tracking Protection is blocking essential content. Yahoo appears to host CSS and/or JavaScript files on servers that are on ETP lists you currently have enabled. You can try the Basic setting for ETP that blocks less. There is always a risk that you block too much if you use content blocking, either via builtin ETP or via content blocking extensions and in such a case you need to disable content blocking.
