I love aspect of the Bookmarks Toolbar in that I have a lot of my most used websites one click away in the toolbar. However, I have a lot of sites that I use and was looking for a way to add another row below the existing one. This way I can break my sites up into two different groups. If I add more to the Bookmarks Toolbar right now, they would be all bunched together and would actually slow me down.

Read the explanation of how this extension works, not exactly what you described. Don't use it myself, I keep the Bookmarks Toolbar hidden all the time and don't use it - waste of content area for me. AFAIK when a toolbar row is filled, that is when an additional row is added.
