My email account is with Microsoft Outlook but Thunderbird does not download the Junk mail files from my Outlook Junk mail folder account to Thunderbird Junk folder. All other folders do download to Thunderbird.

That is correct it does not download deleted mail either. That is the default situation.

Right click the folder select properties and then include the folder when Thunderbird get mail.
