When one clicks on "Edit Draft" in the Draft folder, a new window of the message opens, even if a window is already opened for editing the message. How does one prevent this from happening and clicking on "Edit Draft" only brings the windows to the foreground if it is already opened for editing?

There is no way to prevent. Currently a "feature" - like a template
