Can't seem to get firefox to save tabs and settings when closing even though I check the box that asked if I want to save tabs and settings when I close Firefox
when I close Firefox I get the reminder box that asks if I want to save tabs and settings on next start I check yes but it never save tabs or settings, feature works great on desktop but not on laptop both windows 7

Hello Mike.
You may be having a problem with some extension or plugin that is hindering your Firefox's normal behavior. Have you tried disabling all add-ons (just to check), to see if Firefox goes back to normal?

If you use Delete browsing, search and download history on Firefox in Firefox 3.5/6 or Clear Private Data in Firefox 3 to clear the 'Browsing History' when Firefox is closed then restoring tabs from the last session (e.g. "Save & Quit" or "Show my windows and tabs from last time") doesn't work.
It would be nice if Firefox would check for a conflict between the settings "Clear Recent History / Browsing History" and "Warn When Closing Multiple Tabs" on closing, and display a more appropriate warning dialog. Since Firefox must know that it is going to throw away the Browsing History, it is misleading to ask the user if he/she wants to save tabs!
I've discovered that this happens systematically in Firefox 4 (all betas are guilty, including beta 5) if you have hidden the menu bar and instead have the orange menu button displayed. It does this even with a freshly installed copy with a new profile. Turning back on the menu bar in lieu of the orange button will cause the "close multiple tabs" verification to start working again. I'm surprised that I can't find a discussion of this anywhere, nor does there appear to be an issue in Bugzilla. I can't be the only one who is having this happen.
