problem with setup on new Windows 11 PC

I try to setup thunderbird in new windows 11 PC and every time get the message that thunderbird failed to find the settings of my email account. As a result I cannot access emails on that PC.

As this is a new PC, you may need to set it up to allow TB to access the Internet. Are you running Third Party software? If so, have you created an exception for Thunderbird to access the Internet?
