I am prevented from downloading an important document because the site says that I need to disable an ad blocker. I am not aware of having an ad blocker and nothing shows up in add-ons and extensions. How do I find and disable an ad blocker that I cannot find?

Try disabling all your extensions and disabling Tracking Protection for the site.
