Missing Features after Transferring Profile to new Windows11 desktop

Hello!

There are two features that did not transfer from my Win10 desktop profile and .INI to my new win11 desktop;

  1. There is no menu bar at the top of screen, I now must depress the ALT key to see File, Edit, View etc. tabs.
  1. The win 10 profile did automatically reset the cursor over the "OK" prompt after invoking Empty Trash, etc. I recall enabling this optional setting, but have not been able to relocate that setting on the win11 machine.

Can someone give me guidance for getting these features working on the win11 home box?

after pressing the alt key, press the view menu option and then the toolbar option and then the menu bar.
