It works for me on certain forms. For example:

https://www.irs.gov/pub/irs-pdf/f4868.pdf

After filling the form, I use the Download/Save button on the viewer's toolbar:

In case it matters, I have the default setting on the Settings page, in the Applications list:

Portable Document Format (PDF) => Open in Firefox
