I had to fromat my windows 8 laptop, but before formatting I synced all my browsing history using firefox sync. Now I have reinstalled firefox on that computer. You need three things to connect a "new device" to your Sync account.

  1. Username = email address you used when you first setup Sync
  2. Password for that account.
  3. Sync Key / Recovery Key

If you are missing any of those three things, you won't be able to recover your data from the Sync Server.
