How can I stop one website's Email to me from going to Junk Email instead of my inbox?

When this website - TREASURY.DIRECT@pbd.treas.gov - sends me a message, it shows up as Junk Email. When I click this, it states this message was marked as spam using the Outlook Junk Email filter. How can I get these messages to go to my Email inbox instead of to Junk Email?
