Scrolling issue
This is a bit difficult to explain, but I'll do my best.
Our company uses NetIQ Identity Manager, which we access through a web browser. I primarily used Firefox until I had to switch to another browser because of this issue. The problem only occurs in Firefox; I have tested several Chromium-based browsers, and none of them exhibit the same behavior.
On a specific page within the application, there are two panels: one displays a list of users, and the other displays details for the selected user.
The issue is that Firefox does not show a separate scrollbar for the user details panel. Instead, it only scrolls the page based on the height of the user list panel. As a result, when the user list contains fewer entries than the amount of information displayed in the user details panel, Firefox is unable to scroll through the entire details section. The hidden information still exists and becomes visible if the browser window is resized to be taller.
When the user list contains enough entries to make that panel taller than the user details panel, all user details are displayed correctly and scrolling works as expected because the entire page can be scrolled.
In Edge and other Chromium-based browsers, both panels have their own scrollbars. The scrollbar for the user details panel is only displayed when necessary, such as when the amount of user information exceeds the available space, but scrolling works correctly in all cases.
Is there anything that can be done to resolve this issue?
Unfortunately, the page is hosted on our company's internal network, so I am unable to share it.
The issue first appeared at the end of February this year. I believe I was using Firefox version 148 at the time. Prior to that, the problem did not occur. I am using Windows 11 and have tried the troubleshoot mode, which did not help.

Unfortunately this looks like something that has to be fixed by the application developer. You could try to find the solution yourself (most likely it would be a CSS tweak) and pass that information. Unfortunately it's very difficult to guide someone through this without also having eyeballs on the problem.

If you try using "Chrome Mask" or other user agent switcher extensions to see if that app might actually be browser–sniffing, does it make any difference?

Unfortunately, the Chrome Mask extension did not resolve the issue.
Today, I installed LibreWolf and Waterfox to determine whether the problem was related to the Gecko engine. LibreWolf exhibited the same scrolling issue, but scrolling worked in Waterfox, although it behaved differently. Instead of having two separate scrollable panels, Waterfox scrolled the entire page. This appears to be what Firefox and LibreWolf are attempting to do, but they fail to do so correctly.
The issue appeared suddenly, even though we had not updated the NetIQ application. Prior to March, scrolling had worked as intended for several years. We updated the application in June, but the issue persisted. The same behavior is also occurring for my colleagues, both on Windows 11 and macOS.
Is there a way to downgrade Firefox to an earlier version to determine whether the issue was introduced after version 148?
