PowerShell might have wget/curl available; and if there's at least explorer or something the archive site ftp.mozilla.org/pub/firefox/releases/115.38.0esr/ has so legacy cryptography that even WinXP should be able to connect to download things directly.

Or basically some of the builtins, in case the PowerShell works and has connectivity:

Invoke-WebRequest -Uri "https://ftp.mozilla.org/pub/firefox/releases/115.38.0esr/win32/en-US/Firefox%20Setup%20115.38.0esr.exe" -OutFile "C:\Setup.exe"

Other PowerShell options: https://blog.jourdant.me/post/3-ways-to-download-files-with-powershell

But yeah you can download the installer realistically from even a phone and just transfer it there — the firefox.com/download/all/desktop-esr/ after selecting platform etc. will have a "Download ESR 115" button at the end of the options on the final page.
