When trying to access the favorites bar in the Menu bar, the bar hides itself

Good morning, I use the 'Minimized toolbar' and 'Hide top bar' options, but when I move the mouse to show the top bar and try to access the favorites by moving the mouse, the bar hides, as if I had left the favorites area, but without having left the area.

In tests, I found that the situation occurs on more than one machine.

I would like the situation to be fixed, because I am using the browser to work and this situation ends up getting in the way, because I need to open the tab several times to be able to click on the favorites.
