Toolbar changes every restart

I've been seeing this more and more, but my toolbar will change by itself every restart. The add tab button will shift all the way to the left or not appear, the bookmarks won't appear, etc. I'm not sure what can be causing this, and I saw no way to "save" my current configuration other than pressing the done button upon using the custom toolbar, which I had done every time prior to fix my configuration. Does anybody know why this is occurring, and a possible fix? Thank you

You need to use "Restore Defaults" in the Customize page to recover from this issue.

Post sending, I found it doesn't happen just every PC restart, it happens every Firefox restart. For some reason, all it does is shift the new tab button to always be on the very left, even though that is not where I use it. Is there a reason why the toolbar changes by itself?
