Why isn't the Bookmarks Toolbar working?

I can see the Bookmarks Toolbar, but I am unable to transfer websites onto it. I tried dragging and dropping tabs onto the toolbar and I tried going into the Bookmarks Library to do it there. But it still doesn't work. Help!

P.S. I don't like App Tabs, so that's not a good solution for me.

only downside is recustomizing toolbars View>toolbars>cutomize (take a picture of your toolbars first).
