Chosen solution

Do you mean F11 / View → Fullscreen, or do you mean Maximized window?

Fullscreen will always hide everything.

A maximized window should not hide panels, taskbars, docks, unless they are set to auto-hide or similar.

It sounds that they modified the previous behavior on Mac for Full Screen mode and that it is now really full screen with all toolbars hidden like on other platforms.

I don't think that there is a way to revert unless you maximize the window and not go full screen. On Windows and Linux you can have the location bar and Tab bar visible by disabling Autohide via the right-click context menu, but that still would hide the Dock if that is possible.

I didn't know Fullscreen used to behave differently on Mac. A good thing to know.
