My list of downloaded files is always blank

When firefox completes saving a file, a window with the title "Downloads" pops up. It has a "Clear List" button and a "Search" window, and is empty otherwise. Both the button and the window are dimmed as there is no list to clear or search.

The files are always successfully saved. The popup only tells me that the download is complete. I can't use any of its intended functions.
