You can find the Import menu entry in the Bookmarks Manager (Library)

I tried your solution. When I open Show All Bookmarks, I get a Library window with Bookmarks Toolbar, Bookmarks Menu, and Unsorted Bookmarks. I see no Import & Backup.

That is a button on the toolbar in the Library.
On a Mac you only see the icons and the Import & Backup button is the third button next to the Back and Forward button.
You can hover each button to see a descriptive tooltip.
