How do I control animation speed of .GIF on wikipedia

I would like to control the animation speed of .GIF (ie on Wikipedia). I would like to stop, manual single step or play frames one per duration (ie 1 frame every 2 sec or 1 frame every .5 sec). I would also like to control whether it repeats. I would like to freeze at any point then resume playing given the above settings. How do I do this? PS: There may be other types of animation files which the above control could apply to as well. Thank you kindly for any guidance!
