v146: tab groups still don't save tabs when I close browser

I have 3 tab groups and a few tabs ungrouped.

When I close the browser then open it, all tabs open but there are no tab groups. I tap the down arrow top right, then tap each group name. Then, I have to add each tab to the group they were in before closing the browser. (then tap 'Close all duplicate tabs)

Why do I keep having to do what's in bold, every time I reopen the browser? Will this be fixed?

browser.tabs.groups.enabled is set to true.

Browser is not set to 'Clear history when Firefox closes'.

I don't have any enabled tab-related extensions except Tab Session Manager, which I need.
