Open a Write window. Do you have a Menu Bar with File-Edit-View? If not press the alt key to make it appear. From the Menu Bar select View-Toolbars and turn the missing toolbars on. Send is on the Composition toolbar.
pressing the alt key did nothing, and there is no menu at all.
Since you are using Windows pressing the alt key or F10 should make the Menu Bar appear.
