Why do my bookmarks show up only in bookmarks toolbar or the bookmarks menu but not in the bookmarks sidebar or in the bookmarks library window?

The bookmarks library window and the sidebar are always empty no matter how many bookmarks I actually have.

This can be a problem with the file places.sqlite that stores the bookmarks and the history.
