I have done everything I can in about:config to get new tabs to open to my homepage and nothing works. I have been a faithful user of Firefox for years but I am close to getting rid of it. Have already had to revert back to 56 at the office because Quantum doesn't support .NET.

There's an addon which you can use to set new tabs to open a specific page: https://addons.mozilla.org/en-GB/firefox/addon/new-tab-override/

I'd recommend giving it a try.
