Just don't use Sync. It's an opt in feature, the user has to sign up for a Firefox Account or if they have one for other services, to not sign in to Sync.

And if you have already started using Sync, just Sign Off using the 3-bar button and disable Sync on each device at the bottom of that Menu Panel.
